Joseph Toney was born in 1953. An Attorney-at-law, he grew up in East Trinidad and received his Primary Education at the North Oropouche Government School. He attended St. Mary's College where he also taught for two years. He studied for a law degree at the UWI Cave Hill Campus and was awarded a Certificate in Legal Education in 1981. He was a member of the National Alliance for Reconstruction (NAR) and won the Toco/ Manzanilla seat for the party. He served as Minister in the Ministry of Works, Infracture and Decentralization and spent one year in the Ministry of Justice and National Security throughout 1991.
