Overand Padmore was born in 1932. He attended Tranquility Boy's and QRC. He served in the Public Service before leaving to attend the University of Toronto where he obtained a Bachelor's Degree in Political Science and Economics and a Masters in Economics. Padmore worked as an Economist at the Ontario Department of Labour in Canada. He joined the Trinidad and Tobago High Commissioner Ottawa, and subsequently a senior Economist at the Ministry in Port of Spain.
Following the Black Power upheaval in 1970 Padmore was appointed a Senator and Minister of Petrleum and Mines and the Minister of Minister of Industry and Commerce by Prime Ministet, Dr. Eric Williams in a reconstituted Cabinet. He was elected a Member of the House of Representatives in the 1971 General Elections and served continuously until 1986. He held a number of portfolios, serving as Minister of National Security to two occasions, from September 1973 to September 1975 and March 1985 to December 1986. He was appointed National Security Advisor to Prime Minister Patrick Manning in 2002.
